Subject: Grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.

Please refer to this office letter No.F.6-3/2006-KVS (Admn.II)/18 dated 12.1.2007 wherein granting FMA to all the retired employees of KVS Rs.1OO/-p.m. with effect from 1.1.2007 Govt. of India vide (DOPT) order No.F.4-25/2008-P&PW (D) dt.26.5.2010 (copy enclosed) has revised the fixed Medical allowance from Rs. 100/-p.m. to Rs.300/-p.m. w.e.f. 1 .9.2008(copy enclosed).

The Commissioner, KVS has accorded the approval for extending this facility to the retired employee of KVS on the same terms & conditions.

OFFICE-MEMORANDUM

The employees of KVS after their retirement are neither provided with) a fixed medical allowance of Rs 100/- p.m. nor any medical facility under the CGHS as provided to the retired Central Govt employees. Even the serving employees of KVS who are CGHS beneficiaries have not been allowed to avail benefits under CGHS after their retirement.

Looking into the genuine needs of the retired employees of KVS for medical assistance, the matter was placed before the Finance Committee in its meeting held on 13th November 2006. The Committee recommended for payment of Rs 100/- pm as fixed medical allowance to the pensioners of KVS as a welfare measure as they are not covered under the CGHS Scheme/CSMA-Rules after their retirement till the appropriate authority does not extend the CGHS facilities to them.

The above recommendation of the Finance Committee was approved by the Board of Governors in its 76th meeting hed 4th December 2006.

Accordingly, all the retired employees of KVS would be eligible to draw a fixed medical allowance of Rs.100/- pm with effect from 1.1.2007 till the appropriate authority does not extend the CGHS facilities to them.

Subject: Grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.

The Undersigned is directed to say that in pursuance of Government’s decision on the recommendations of Fifth Central Pay Commission, the Govt. had issued Instruction vide this Department’s O.M. No.45/57/97-P&PW(C) dated 19.12.97 for grant of Fixed Medical Allowance Rs.100/- per month to the Central Government pensioners/family pensioners residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health & Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees for meeting expenditure on their day to-day medical expenses that do not require hospitalization. Further clarifications were issued vide this Department’s O.M. Nos. 45/57/97-P&PW(C) dated 24.8.98, 30.12.98 and 18.8.99.

2. The demand for enhancement of FMA has been under consideration of the Government for some time past. Sanction of the President is hereby conveyed for enhancement of the amount of FMA from Rs.100/- to Rs.300/- per month. The other conditions for grant of FMA shall continue to be in force.

3. These orders will take effect from 01.09.2008.

4. these orders are issued with the concurrence of the Ministry of Finance (Deptt. of Expenditure) vide their I.D. Note No 347/E.V/2010 datec 14.5.2010 and in consultation with the Comptroller and Auditor General of India vide their UO No. 36- Audit (Rules)/28-2—9 dated 26.5.2010.
