Ministry of Railways sell out by allegedly due to corruption on child care leave. DOPT orders are either misinterpreted or not followed at all. Child has been defined by Ministries of Railways in its own interpretation as even a children of age between 15 to 21 or above even in case of daughters of the employees of central govt. in Railway Ministry attached units. This needs to be taken note of by DOPT and issue clarificatory orders from DOPT.
