All India Railwaymen Federation General Secretary and one of the member of National Anomaly Committee Shri.Shiv Gopal Mishra has written a letter to the Secretary of DOPT pertaining to the issues pending before the National Anomaly Committee. He expressed in that letter that the long and large number of pending issues has created frustration among all the Central Government employees, particularly Railwaymen. He further stated, need immediate settlement of the long pending anomalies in the next meeting.

The following anomalies are pending and to be settled…
Pay fixation of promotees at the minimum of the grade at par with Direct Recruits.

Treatment of employees selected under LDCE/GDCE at par with direct recruits and their earlier promotions/services rendered should be ignored for the purpose of MACPs as was being done in ACP Scheme

Treatment of GP Rs 5400 in PB-2 & GP Rs. 5400 in PB-3 should be treated as same grade pays for the purpose of MACPs

Stepping-up of benefits to the seniors from their juniors

Benefit of one increment in case of status promotion, e.g. MCM, Loco Running Staff, S.M, P. Way Supervisors, etc.

Allotment of Grade Pay Rs.4800 to the Supervisors of the apex grade

Counting of training period and abolition of Grade Pay Rs.2000 for the purpose of financial upgradation under MACP Scheme

Date of effect of MACPS form 1.1.2006 instead of 1.9.2008 etc.

    Dear sir

    When for Group A officers IAS scales are made applicable w.e.f. 1-1-2006 in addition to 6th pay commission scales then why not macp cant be made applicable from 1-1-2006 to all other employees this should be takenup strongly in anamaly committee.

    Further to my earlier comment for implementation of acp from 1-1-2006 further imput is as under:

    Group A Officers wanted that they should get equal treatment in pay scales with respect toIAS officers ,based on recommendations of 6th pay commission DOPT has issued orders on this .However this being a new scheme my proposition is that when govt has given effect of this scheme from 1-1-2006 then why not acp scheme from 1-1-2006 to other employees . This will help lot of employees.

    Sixth CPC has never prohibited to give minimum pay prescribed for any post i.e. entry pay for direct employee. They have only given the method of fixation of pay (i) in case of promotion and (ii) in case of direct recruitment. But there is nowhere mentioned that if pay of the promottee does not reach the minimum pay for the post after fixation what is to be done ? It is preceeding that if pay does not reach the minimum it will be stepped up to that minimum. Here it is to be understood above fixation is meant for general promotion and not for such promotion in which an individual gets jumps for more than two posts. Deptt. of expenditure may review its decision in this regard.


    6th CPC has recommended and granted next higher grade pay under MACP after completion of 10 years and the grade pay of next higher post shall be given from the date of actual promotion. This has created huge of financial loss to the LDCs working entire central govt offices. They are recruited in the GP 1900 after completion of 10 years they get 2000 and on actual promotion as UDC they gets GP 2400. My point is, in almost all govt offices the qualifying service for the promotion of UDC may be within the 10 years then how MACP schme granted GP of next higher grade i.e. gp 2000. I suggest that as per RR the next higher grade pay should be granted after completion of his qualifying service and the GP of next higher post after his actual promotion & not after completion of 10 20 30 as the scheme is in lieu of promotion

    Please discuss the Anomaly of Library Information Assistants (Central Govt. Departmental Libraries other then School libraries) in next Anomaly Committee meeting (17/07/2012).
    Agenda Item No. 44- Anomaly in Library Information Assistant
    The Library Information Assistants are placed in the grade pay of Rs.4200/- and school Librarians placed in the grade pay of Rs.4600/-. Library Information Assistants and School Librarians minimum educational qualifications are equal; nature of job is same but grade pay different. This is big anomaly in the pay scale/grade pay of Library Information Assistant (LIA), after implementation of 6th CPC.
    The above referred anomaly existed in the 5th CPC too. That is, school librarians were placed in the pay scale of Rs.5500-9000/-, where as the Library Information Assistants were given the pay scale of Rs. 5000–8000/- initially. After some time this anomaly was removed by the Ministry of Finance vide its Office Memorandum No. 71/3/2001-IC, dated 21. 2. 2002, and placed in the pay scale of Rs.5500-9000. Above pay scale implemented all central offices.
    It is stated that the Library Information Assistants and School Librarians require minimum educational qualification (3 year Graduation degree + one year Professional degree)i.e .B.A/B.Sc/B.Com.+ B.Lib.Sc. Above minimum educational qualifications are equal, but grade pay different.
    This anomaly may kindly be looked into seriously. I request to render natural justice to the Library Information Assistants (LIA). Hence it is justified that the Library Information Assistants deserve to be placed in the grade pay of Rs. 4600/- (from 01/01/2006).

    i am going to stagnate from july-2013 in PB3 with grade pay 7600. can any one explain the current rule position on stagnation and stagnation increments after implementation of 6CPC?

    Dear Committee Members

    Please abolish the Grade Pay Rs.2000 in between Rs.1900 and Rs.2400. And grant the Grade Pay after 10 years of upgradation from Rs.2000 to Rs.2400. Because the difference is so less in LDCs upgradation.

    I joined Noveber 1981 my junior joined on Feb,1982 i got MACP in November,2005 Junior got MACP in Feb.2006. In july,2012 junior is drawing more pay than me.whether steping up is applicable ?
