Sir/Madam,

The undersigned is directed to say that the Central Government being the largest single employer in the country, bears the major responsibility of looking after the welfare of a large number of employees spread all over the country. This Ministry recognizing that welfare of employees is one of prime tasks of personnel management, provides and aids a large network of staff welfare programmes underlining the fact that improvement in the working and living conditions of the employees and their families, leads to efficiency and high morale amongst them. A compendium of instructions giving a brief account of such welfare programmes was brought out by this Ministry in 2001. A need is felt to update/revise the compendium.

The Staff Benevolent Fund is one of such staff welfare programmes. A copy of the extract taken out from the compendium related to this programme is sent herewith with the request that suggestions of your Ministry/Department, if any, for revision/modification of the provisions of the Staff Benevolent Fund may please be furnished for consideration of this Department by 31.10.2014.

Dear Sir,

Sub: Swachh Bharat Mission – Taking of “Swachhata Shapath”

Ref.: Board’s letter No.20I4/G/SBM dated 29.09.2014

We are surprised with the circular issued from your good office, wherein you have mentioned that all the administrative offices will be remained open on 2nd October, 2014, for taking “Swachhata Shapath”. Though we fully support Swachh Bharat Mission, but we disagree with this circular because 2nd October is a National Holiday, and many of the staff have already planned along with their children for outing. Moreover, Ashtami and Navmi are on 2nd October when many people use to perform “Pooja” and forcing the staff to attend the Shapath on 2nd October will be against the religious sentiments.

It is pertinent to mention here that, in Bengal everybody knows that nowadays it is festive season and lots of people are against these orders of the Ministry of Railways and Government of India.

I do hope, you will issue an amendment to this letter, making it the said ShapathVoluntary, so that the employees who are not in a position to attend the same are not forced to do so, otherwise it will be detrimental to noble cause, for which Hon’ble Prime Minister has sponsored this mission.

Sub: “Swachch Bharat Mission” – Cleanliness Pledge reg.

Further reference to letter of even number dated 29.9.14, all the offices shall remain open at the Headquarters, Regional/Zonal/Field Offices/Workshops, Attached/Subordinate Offices and Autonomous Bodies etc. on 2.10.14 in the forenoon to take Cleanliness Pledge and to carry out voluntary cleaning drive of their offices premises both inside and outside.

The whole exercise is to promote the Cleanliness Campaign and is to be carried out voluntarily. It is, however, clarified that 2nd October, 2014 being a National Holiday and attendance being voluntary, payment of National Holiday allowance etc. shall not be payable.

However, the officers and staff should be encouraged to participate in the exercise.

AIRF informed through its official portal that all Railway Employees to get 78 Day Wages as Productivity Linked Bonus for this year…

The AIRF message is given below :

“Due to Untiring efforts of AIRF, Orders for Payment of 78 days (Total Amount will be Rs. 8975/-) PLB has been issued by Railway Board.

Com. Shiva Gopal Mishra/GS/AIRF has thanked Sh. Sadanand Gowda/Minister for Railways for taking extra efforts and also congratulated all the affilates for showing strength.

On this victory Com Shiva Gopal Mishra/GS/AIRF and Com Rakhal Dass Gupta/President AIRF along with whole AIRF Fraternity wishes Railwaymen and their families a very happy festive season”.

Sub: Productivity Linked Bonus

Today I met Shri Sadananda Gowda, Hon’ble Minister for Railways at 13:30 hrs. and apprised him about the restlessness prevailing among the Railwaymen on the issue of PLB. He told me that he has already discussed the issue with Hon’ble Finance Minister and written him a D.O. letter on the subject, but it is unfortunate that he has been hospitalized. Even though he will try that PLB issue is resolved by today evening.

In spite of all these efforts, we are getting frantic calls from our affiliated unions, and the situation seems to be very tense throughout the Indian Railways.

As has been advised earlier, our people should be in all preparedness to meet any eventuality in future.

Dear Comrades,

Sub: Productivity Linked Bonus to Railwaymen for the year 2013-14

As you are aware, during our earlier meeting with Hon’ble Minister for Railways on 15th September, 2014, in connection with Productivity-Linked Bonus(PLB) to Railwaymen, Hon’ble MR had assured us that, there would not be any reduction in the PLB and the same would be paid before “Durga Pooja”.

Since Hon’ble Prime Minister of India is going to leave for the US, there is every likelihood of delay in the payment of PLB, which is not tolerable to us.

Though, we are still pursing the matter with the Railway Board, Hon’ble MR and MoSR, but in case PLB is not paid to Railwaymen before “Durga Pooja”, we should be in all preparedness for show-down.
