List of all allowances and advances enhanced by 25% from the existing level from 1st January 2014 in order to enter the Dearness allowance into 100%. Already in January 2011, followed the 6th CPC recommendations, all the allowances and advances had been enhanced by 25% due to Dearness allowance crossed 50% mark.

This is second time to get the allowances at revised rates.

Ref.: Railway Board’s letter No.F(E)I/2011/AL-28/18 dated 13.06.2011(RBE No.87) and E(P&A) I-2011/SP-1/Misc.1 dated 13.06.2011(RBE No.88/2011)
The VI CPC in their report had recommended that certain allowances, viz. Children Education Allowance, National Holiday Allowance, Daily Allowance, Washing Allowance, Breakdown Allowance, Special Compensatory Allowance, Cycle Maintenance Allowance, Fixed Conveyance Allowance, Road Mileage Allowance, Special Allowance to various categories of staff etc. etc., should be increased by 25% whenever Dearness Allowance crosses 50%, and this recommendation was duly accepted by the Government of India.

Based on the above recommendation of the VI CPC, these allowances have since been enhanced by 25% w.e.f. 01.01.2011, i.e. from the date, Dearness Allowance having been crossed 50%.

Now, Dearness Allowance has crossed 100% w.e.f. 01.01.2014, there is, therefore, gross justification that the above allowances be further enhanced by additional 25%, as Dearness Allowance has again crossed the value of 50% after enhancement of these allowances w.e.f.01.01.2011.

The Board are, therefore, requested to issue necessary instruction to this effect an early date

Subject: Risk Allowance to Central Government employees —

The undersigned is directed to refer to this Department’s O.M. No.21012/4/88- Estt.(Allowances) dated 22nd August, 1988, on the captioned subject and to state that in partial modification of the aforesaid O.M., the President is pleased to revise the rates of Risk Allowance in respect of the existing categories of Central Government employees with effect from 1st September, 2008, as under:

2. The amount of Risk Allowance would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. No separate instructions on this count would be required.

3. All other terms and conditions envisaged in the O.M. dated 22.08.1988 shall continue to apply.

Subject :- Keeping certain allowances outside the 50% ceiling for Perks and Allowances.

The undersigned is directed to refer to O.M. No. 2(51)/2010-DPE(WC)GL-X/2011 dated 01/06/2011 regarding pay revision of executives and Non-unionized supervisors of CPSEs w.e.f. 1/1/2007. Representations hove been received from CPSEs/Administrative Ministries regarding keeping various allowances/benefits/perks including project allowance, higher conveyance allowance to persons with disabilities, etc. outside the 50% allowance.

2. The subject mentioned issue was placed before the Anomalies Committee and based on its recommendations, it is clarified that no allowance / benefit /perks other than those mentioned in DPE O.M. doted 26.11.2008 is admissible outside the 50% ceiling. The Anomalies Committee reiterated its view as conveyed vide O.M. dated 1.6.2011 that no other allowance/benefit/perks is outside the prescribed ceiling. All CPSEs under respective Ministries/Departments may be directed for strict compliance of the relevant provision of DPE O.Ms.

3. ‘This issues with the approval of Secretary, DPE.
