Extension of Risk Allowance till 31.12.2012.

Risk allowance is decided to extend upto 30.6.2012, the period will lapse on 30.6.2012. The Department of Personnel and Training has intimated that the extension of Risk allowance for a further period of six months beyond 30.06.2012 has been considered and it has been decided that Risk allowance may be continued at the existing rates for a further period of six months upto 31.12.2012 ro till further communication, whichever is earlier.

Facilities and Allowances for BSF Personnel

Government has already sanctioned Risk Allowance and Hardship Allowance to BSF personnel serving in difficult areas, vide Ministry of Home Affairs order dated 16.04.2009. Keeping in view the climatic conditions, BSF personnel have been provided with quality protective clothes and facilities. In cold areas extra blankets/clothing are provided.

Ministry of Home Affairs has sanctioned 411 Nos. Digital Satellite Phone Terminal (DSPTs) for remote Border Out Posts(BOPs)/Forward Defended Localities (FDLs)/Company Operating Bases (COBs) for use by BSF personnel.

This was stated by Shri Jitendra Singh, Minister of State of Home Affairs in written reply to a question in the Rajya Sabha today

SUBJECT : ENHANCEMENT OF VARIOUS ALLOWANCES BY 25% FROM 1.1.2011 OWING TO OVER 50% INCREASE IN DEARNESS ALLOWANCE – REG.

The undersigned is directed to say that a number of references and queries have been received in this Directorate from various Circles seeking clarifications in respect of increase of various allowances consequent upon increase in the Dearness Allowance beyond 50% w.e.f. 1st January, 2011. The issue has been examined in consultation with Ministry of Finance (Department of Expenditure). It may be recalled that, on implementation of the recommendations of the 6th Central Pay Commission, necessary orders in respect of various allowances and certain advances were issued by the Government. Some of these orders inter alia stipulated that such Allowances/advances shall automatically increase by 25% whenever Dearness Allowance goes up by 50%.

2. It is, therefore, clarified that such orders in respect of the allowances and advances, which provide for their automatic  increase by 25% whenever Dearness Allowance goes up by 50%, do not require further confirmation/clarification for complying with the said stipulations.

3. However, such Allowances and Advances are mentioned below for ready reference of all concerned :

1. Children Education Allowance including Hostel Subsidy, etc.

2. Special Allowance

3. Cash Handling Allowance

4. Washing Allowance

5. Split Duty Allowance

6. Bad Climate Allowance

7. Special Compensatory (Remote Locality) Allowance

8. (a) All components of Daily allowance on tour,
    (b) Mileage Allowances for road and bicycle journeys on tour

9. Special Compensatory (Hill Area) Allowance

10. Special Comp. Scheduled Tribal Area Allowance

11. Project Allowance

12. Fixed Conveyance Allowance

14. Special Allowance for Child care for women with disabilities

Subject: Extension of Risk Allowance till 31.12.2011.

           The undersigned is directed to refer this Departments OM No.21012/01/2008-Estt.(AL) dated 19.07.2011 vide which payment of Risk Allowance was extended till 31.12.2011. Extension of Risk Allowance for a further period of six months beyond 31.12.2011 has been considered and it has been decided that Risk Allowance may be continued at the existing rates for a further period of six months upto 30.06.2012 or till such time Risk Insurance Scheme is implemented, whichever is earlier.

Doubts are clarified by Dopt on Child Care Allowance

Clarification on Child Care Allowance from Dopt

Department of Personnel and Training has clarified on Special allowance for child care that the women employees with disabilities, in case of multiple births at the time of first child birth, the women employee shall not be entitled to this allowance at double the rates for multiple births. And also clarified that the grant of special allowance for child care for women with disabilities is admissible for two years from the birth of the child so long as the women employee does not have more than two surviving children.

Flashback of Child Care Allowance :-

An important decision taken by the Central Government on the recommendations of the 6th CPC to provide extra benefits to employees with disabilities children. Special allowance for child care for women employees with disabilities and Education allowance for disabled children of government employees.

These benefits provided to the eligible employees with effect from September 2008. Employees become eligible for these benefits based upon the conditions prescribed in the Annexure of Ministry of Welfare’s Notification No.16-18/97-NI.I dated 1/6/2001.

1. Women with disabilities shall be paid Rs.1000 per month as Special Allowance for Child care. The allowance shall be payable from the time of the child’s birth till the child is two years old. It shall be payable for a maximum of two children. Disability means a person having a minimum disability of 40%.

2. Reimbursement of Education allowance for disabled children of Government employees shall be payable at double the normal rates prescribed.

3. The above limit would be automatically raised by 25% every time the Dearness allowance on the revised pay structure goes up by 50%.
