Subject: Reimbursement of medical claim pertaining to in-patient treatment to the Defencc Civilians who are getting Fixed Medical Allowance (FMA).

The proposal for (Reimbursement of medical claim pertaining to in-patient treatment to the Defence Civilians who are getting Fixed Medical Allowance) was taken up by the Ministry of Defence with Ministry of health & Family Welfare.

2. Ministry of Health & Family Welfare vide their ID No 14025/9/2011-MS dated 14th August, 2014 has proposed that ‘FMA being granted to CS(MA) beneficiaries be stopped and they should be governed by the provisions of CS(MA) Rules, 1944 under which medical reimbursement for outdoor treatment as well as indoor treatment is permissible as per the rules”.

3. It has been stated by the M/o H&FW that stopping of FMA for serving employees in question, will facilitate their family in getting comprehensive medical care under CS(MA) Rules, 1944 including outdoor and indoor treatment., even in emergency conditions. Accordingly. Ministry of Health & Family Welfare has sought comments of this Ministry so that the anomaly in the matter can be removed at the earliest.

4. All lower formations/Employees Federations/Associations are therefore requested to furnish their comments to this Ministry within 15 days i.e. by 24.09.2014 for processing the matter further by this Ministry with the M/o H&FW.

OFFICE MEMORANDUM

Subject: Implementation of Government’s decision on the recommendations of 5th Central Pay Commission – Grant of Fixed Medical Allowance @ Rs.100/- p.m. to Central Government pensioners residing in areas not covered under CGHS.

The undersigned is directed to say that instructions for grant of Fixed Medical Allowance of Rs. 100/- per month to Pensioners/Family Pensioners residing in areas not covered under CGHS were issued vide this Department’s O.M.No.45/57/97-P&PW(C) dated 19.12.1997, 24.08.1998, 30.12.1998 and 17.04.2000. Instructions were issued vide this Department’s O.M. No. 4/25/2008 P&PW(D) dated 26.05.2010 for enhancement of the amount of Fixed Medical Allowance from Rs. 100/- to Rs. 300/- p.m. w.e.f. 1.9.2008.

2. It may take some time in completion of formalities and process for sanction of family pension after death of existing pensioner/family pensioner. Representations have been received in this Department that, the Fixed Medical Allowance to the subsequent family pensioner is allowed by some departments/organizations from the date of authorization of Family Pension. In such cases, the family pensioner does not receive the Fixed Medical Allowance for the period from the date of eligibility till the date of authorization of family pension.

3. The matter has been examined in this Department. It is clarified that in cases where the existing pensioner/family pensioner was in receipt of Fixed Medical Allowance, the family pensioner next-in-line may be allowed Fixed Medical Allowance from the same date from which he becomes eligible for family pension, if he/she otherwise fulfils the conditions for grant of Fixed Medical Allowance.

Subject: : Grant of fixed medical allowance to Defence civilians who residing in area not covered under CGHS.
Reference : This office circular No. 03 dated 30-03-1999.

Please refer to this office circular No. 03 dated 30.03.1999 under which Min. of PPG & P, Deptt of P & PW OM No. 45/57/97-P & PW (C) letters dated 24.08.1998 and 30.12.1998 were circulated for implementation of Govt. decision. As per P & PW OM dated 30.12.1998, pensioners who adopted Fixed Medical Allowance or medical facilities under CGHS or corresponding health scheme in accordance to P & PW OM No. 45/57/97-P & PW (C) dated 19.12.1997 circulated under this office circular no. G1/C/195/Vol-I/Tech dated 25.02.1998, can change their option once in the life time. As per existing procedure for change in option, pensioners submit their option to their PDA and PDAs take action accordingly.

In this context, it has been decided that pensioners who had originally opted for medical facilities under CGHS or corresponding health scheme may desire to change their option to draw Fixed Medical Allowance, in such cases Fixed Medical Allowance will be authorized by this office from the date of option, through Corr. PPO.

For issue of Corr. PPO, pensioners are required to submit their application with revised option (Specimen enclosed as annexure-A) to this office, duly supported with a certificate from PDA to the effect that above named pensioner has not opted for Fixed Medical Allowance (specimen of the certificate enclosed as Annexure-B).

In cases where pensioners have originally opted for Fixed Medical Allowance and now want to avail medical facilities, they will submit their revised option to their PDA and after receipt of revised option PDA will stop the payment of Fixed Medical Allowance from the following month of the receipt of the revised option and issue a certificate for stoppage of Fixed Medical Allowance.

Revision of Fixed Medical Allowance to the employees and pensioners in Himachal Pradesh.

State Government of Himachal Pradesh has decided to enhance the Fixed Medical Allowance to their employees and pensioners from Rs.100 to Rs.250. Department of Medical Education and Research has issued an office order regarding the matter that those who have opted for FMA, the employees and pensioners only applicable to get the allowance with effect from 1.4.2012.

NFIR (National Federation of Indian Railwaymen) writes a letter to the Member Staff of Railway Board on 20.6.2012 regarding the issue of Fixed Medical Allowance to Railway Pensioners/Family Pensioners.

General Secretary of NFIR Shri.M.Raghavaiah has revealed in this letter, the Retiring / Retired Railway employees are eligible to receive Fixed Medical Allowance originally Rs.100 per month which has subsequently been revised to Rs.300 per month with effect from 1.9.208. The retired employees are facing difficulties in getting the Fixed Medical Allowance from the Banks where they are receiving monthly pension.

The main reason for non-payment of the Fixed Medical Allowance as experienced by the Retired Railway employees, is non-endorsement to this effect on the PPO, even though the undertaking form as circulated by the Railway Board with letter dated 7.6.2011 is filled and given in duplicate to the Bank (Pension Disbursing Authority) as mentioned in the instructions of the Railway Board.

He added, to overcome the difficulty being experienced by majority of the retired employees, NFIR suggests that following endorsement either printed or with rubber stamp may be made while issuing PPO to the retired/retiring employees…

“Shri/Smt/Miss —————————————-(Name of the Retiring/Retired person) is to be paid Fixed Medical Allowance Rs.300 per month as per Railway Board’s order PC-V/2011/A/Med/1 dated 7/6/2011.”

Finally, the above suggestion of the NFIR required quick attention to help and sort out the difficulties of the Railway employees.
