Railway Board has referred three allowances (viz. Running Allowance, Additional Allowance and Breakdown Allowance) to 7th Central Pay Commission for their consideration and recommendation.

Sub: Information pertaining to Allowance payable to Officers/Staff of Railways

Ref: D.O.letter No.7 CPC/15/Questionnaire dt. 23.04.2014 from Secretary, 7th CPC to Chairman, Railway Board.

The undersigned is directed to state that, in continuation of this Ministry’s OM of even number dt. 25.7.2014 and 21.8.2014 on the above cited subject, briefs on three allowances (viz, Running Allowance, Additional Allowance and Breakdown Allowance) peculiar to

Indian Railways are being referred to the Seventh CPC for their consideration and recommendation. The under mentioned information/document are being attached herwith for further necessary actoion please.

III. Revision of Breakdown Allowance (BDA)

Subject :- Keeping certain allowances outside the 50% ceiling for Perks and Allowances.

The undersigned is directed to refer to O.M. No. 2(51)/2010-DPE(WC)GL-X/2011 dated 01/06/2011 regarding pay revision of executives and Non-unionized supervisors of CPSEs w.e.f. 1/1/2007. Representations hove been received from CPSEs/Administrative Ministries regarding keeping various allowances/benefits/perks including project allowance, higher conveyance allowance to persons with disabilities, etc. outside the 50% allowance.

2. The subject mentioned issue was placed before the Anomalies Committee and based on its recommendations, it is clarified that no allowance / benefit /perks other than those mentioned in DPE O.M. doted 26.11.2008 is admissible outside the 50% ceiling. The Anomalies Committee reiterated its view as conveyed vide O.M. dated 1.6.2011 that no other allowance/benefit/perks is outside the prescribed ceiling. All CPSEs under respective Ministries/Departments may be directed for strict compliance of the relevant provision of DPE O.Ms.

3. ‘This issues with the approval of Secretary, DPE.

Facilities and Allowances for BSF Personnel

Government has already sanctioned Risk Allowance and Hardship Allowance to BSF personnel serving in difficult areas, vide Ministry of Home Affairs order dated 16.04.2009. Keeping in view the climatic conditions, BSF personnel have been provided with quality protective clothes and facilities. In cold areas extra blankets/clothing are provided.

Ministry of Home Affairs has sanctioned 411 Nos. Digital Satellite Phone Terminal (DSPTs) for remote Border Out Posts(BOPs)/Forward Defended Localities (FDLs)/Company Operating Bases (COBs) for use by BSF personnel.

This was stated by Shri Jitendra Singh, Minister of State of Home Affairs in written reply to a question in the Rajya Sabha today

ALLOWANCES, SPECIAL ALLOWANCE AND OTHER BENEFITS

Allowances are given to compensate for the additional time, effort or money spent by Government employees in discharging their assigned duties. On account of increased costs and in order to remove some anomalies as also to build in more incentives, the Committee recommends the following changes.

Conveyance Allowance: The existing rates of Conveyance Allowance are as follows:

The Committee has noted the steep hike in the price of fuel since the last revision of the rate of Conveyance Allowance. The Committee recommends that the rate of Conveyance Allowance may be revised as under:

In order to promote use of bicycles the Committee recommends that Rs.200 a month will be paid to those employees who use bicycle for official journeys.

Extension of Risk Allowance till 31.12.2011

Subject:- Extension of Risk Allowance till 31.12.2011.

             The undersigned is directed to refer this Department’s OM No.21012/0l/2008-Estt.(AL) dated 25-01-2011 vide which payment of Risk Allowance was extended till 30-06-2011. Extension of Risk Allowance for a further period of six months beyond 30-06-2011 has been considered and it has been decided that Risk Allowance may be continued for a further period of six months upto 31-12-2011 or till such time Risk Insurance Scheme is implemented, whichever is earlier. All the Ministries/Departments are requested to ensure implementation of Risk Insurance Scheme before 31-12-2011.
