Subject : Rotational Transfer Policy applicable to CSS Officers – Review of the policy reg.

The undersigned is directed to say that it has been desired to revisit the existing rotational transfer policy applicable to CSS officers. Accordingly, after detailed deliberations within the Department, a draft revised rotational transfer policy has been framed which is annexed to this O.M.

2 The stakeholders viz. Ministries / Departments, CSS Associations and individual officers may submit their comments if any on the draft rotational transfer policy. The comments should be brief and to the point and should be furnished only via e-mail at the address given below latest by 7.11.2014.

The gist of recommendations of the Cadre Restructuring Committee on Central Secretariat Service (CSS)

i. Increase in the number of posts in the grades of Section Officer (SO), Under Secretary (US) and Deputy Secretary (DS)

ii. Re-introduction of Direct Recruitment in the grade of Lower Division Clerk (LDC) Recommended in a limited manner restricted to an annual intake of 250 till a sustainable number of 2000 LDCs is reached over a period of years.
iii. Direct Recruitment (DR) element in Assistant Grade Recommended to change the recruitment ratio in the Assistant grade from the existing 75 : 15 : 10 (DR : Seniority Quota(SQ): Limited Departmental Competitive Examination(LDCE) to 60 : 20 : 20 (DR: SQ: Examination).
iv. Creation/allocation of additional posts On the recommendations of another Committee consisting of Joint Secretary (Pers), Department of Expenditure and Joint Secretary (AT&A), Department of Personnel & Training
v. Operating reserves in CSS Change in reserves to 8% of SO and above level posts from 24% of US and above levels. Reserves to be operated in the Assistant grade.
vi. Introducing customized courses for fast track career progression in CSS and Central Secretariat Clerical Service In place of the existing Limited Departmental Competitive Examination (LDCE) conducted through Staff Selection Commission/Union Public Service Commission up to SO level.Customized courses to be conducted through Indira Gandhi National Open University for promotion upto US level.  The courses will lead to BA & MA degrees.
vii. Lateral Entry of Central Secretariat Stenographers’ Service (CSSS) Officers in CSS at SO level Graduate Steno Grade ‘C’/Personal Assistant with 5 years’ approved service may compete with Assistants to qualify the customized course for fast track career progression under 25% of vacancies arising in the SO grade.
viii. Liberalizing deputation guidelines to CSS Officers for deputation to Central Autonomous Bodies (CABs). Provisions as available in Rule 6(2) of IAS (Cadre) Rules, 1954 for deputation may be made in CSS Rules with similar conditions.
Deputation to CABs be allowed in relaxation or by making an exception to D/o P&PW’s instruction on immediate absorption.
Deputation may be allowed upto 58 years of age, if the deputation organization is willing to take officers on deputation upto to this age.
ix. Encadrement of posts in Central Autonomous Bodies etc. in CSS. Posts of generalist nature in the Central Autonomous Bodies may be encadred in CSS at DS/Dir levels on the recommendations of Ministry/ Department concerned. Ministries / Departments be asked to identify such posts in CABs under their administrative control for encadrement in CSS.
x. Encadrement of posts in CSS at JS level Posts at JS level in organizations outside Central Secretariat including attached/ subordinate offices could be encadred in CSS, on the proposals made by the Ministry/ Department concerned.
Such encadred posts would be in addition to the limit of 40 for JS(in-situ).
xi. Residency for promotion to Dir Grade For promotion from DS to Director grade the eligibility condition be modified as under: “5 years approved service, failing which a combined approved service of 10 years in the grades of US and DS with not less than three years regular service in the grade of DS”
xii. Rotational Transfer Policy Change in maximum tenure recommended upto US level.
xiii. Training of promottee Upper Division Clerks and promotee Assistants Ministries/ Departments should conduct periodic training programmes in the core areas allocated to them and in noting and drafting.
xiv. Re-introduction of Direct Recruitment in SO Grade Not recommended
xv. Increasing the number of post of Assistant Not recommended
xvi. Increasing number of JS (in-situ) Not recommended
xvii. Change in residency for promotion upto DS grade Not recommended

Subject: Zone of Consideration for inclusion in Select List of Section Officers’ Grade of CSS for the years 2009/2010/2011 against Seniority Quota-Regarding.

The undersigned is directed to refer to Department of Personnel and Training’s 0M of even number dated 25th September, 2013 vide which Zone of Consideration for inclusion in Select List of Section Officers’ Grade of CSS for the years 2009/2010/2011 against Seniority Quota was issued. All the care units were requested to conduct the DPC in respect of all the officers covered in the zone and intimate their fitness or otherwise to Department of Personnel and Training by 15th October, 2013. A reminder was also issued on th January, 2014 to all the cadre units to expedite DPCs. However, till date information has been received from few cadre units only.

2. Some Doubts have been raised by cadre units on some of the issues pertaining to Select List of Section Officers’ Grade of CSS for the years 2009/2010/2011 against Seniority Quota. Also, some discrepancies have been found in the information furnished by some of the cadre units. The clarification on these issues is as under:

Issue 1 : Whether DPC is to be conducted in respect of officers not clear front Vigilance angle.

Clarification: As per DOPTs 0M No 22011/5/86-Estt(D) dated 10th April, 1989 (Consolidated Guidelines on DPC), DPC in all such cases should be held and sealed cover procedure should be adopted as laid down in the O.M.

Issue 2 : Whether DPC is to be conducted in respect of officers who are in the zone of promotion but have retired/taken VRS/expired/resigned from service as on date before conduct of DPC

Clarification : As per DOPTs 0M No 22011/4/98-Estt(D) dated 12th October, 1998, DPC in respect of such officers should be held but as they have retired/left the service before the conduct of DPC, their order/notification for promotion need not be issued. Many Ministries/Departments have issued notification/orders in respect of such officers, which is not as per the 0M mentioned above.  Such Ministries/Departments are requested to issue necessary corrigendum in this regard. Only the fitness of these employees is to be informed to CS.I Division for finalization of Select List.

Issue 3 : What should be the date of effect of promotion in respect of persons included in the zone of promotion for inclusion in the Select List of Section Officers’ Grade of CSS for the years 2009/2010/2011 against Seniority Quota

Clarification: Promotion orders/notification should be issued from prospective effect only not prior to the date of DPC. Many Ministries/Departments have issued promotion order w.e.f. 1.7.2009, 1.7.2010 and 1.7.2010 for the respective Select Lists, which is not as per DPC guidelines. Such Ministries/Departments are requested to issue necessary corrigendum in this regard.

Issue 4: If a person whose name appeared in the zone of promotion for inclusion in the Select List of Section Officers’ Grade of CSS for the years 2009/2010/2011 against Seniority Quota had retired from a deputation post. Who will conduct the DPC in such cases- borrowing department or Parent department?

Clarification: DPC in such cases is to be conducted by the parent department.

Issue 5: What is the action on the part of Ministries/Departments if they found an officer in the zone who has already left the service prior to the crucial date i.e. 1.7.2009. 1.7.2010 and 1.7.2010 for the respective Select Lists?

Clarification: The concerned Ministry/Department will forward the name of such officers to CS.I Division, DOPT so that necessary corrections may be carried Out in the Select List. One such instance has come to the notice of this department that notification has been issued in respect of person for the Select List Year 2011 who had taken VRS w. e. f. 1.4.2011 i.e. prior to the crucial date of promotion. The mistake may be rectified by issuing of a corrigendum.

Issue 6: Many Ministries/Departments have not conducted DPCs in respect of many persons on the pretext that ACRs for these officers are incomplete

Clarification: Ministry/Departments may refer to para 6.2.1 of DOPTs 0M No 22011/5/86-Estt(D) dated 10th April, 1989 (Consolidated Guidelines on DPC).

Subject : Successful completion of mandatory CSS Training Programmes – Clarification regarding.

Mandatory training for CSS officers under CSS-CTP is in place vide O.M. No.4/11/2005-CSI dated 15th December, 2006, O.M. No.1/1/2009-CSI(Trg.) dated 24th February, 2010 and OM No.8/11/201000CSI(Trg.) dated 5th April, 2010 in accordance to the eligibility criteria for purposes of promotion etc., as prescribed under the CSS Rules, 2009 and relevant Regulations / Notifications.

2. The issue of failure to complete the mandatory training under CSS-CTP has been examined in this Department. It has been decided with the approval of the competent authority that the participant who fail to qualify the written/theory component of the mandatory training, shall be given a maximum of two more opportunities by the ISTM for clearing the exam. However, there will be no further opportunity for clearing the ‘general assessment’ or ‘field component’ of the tests/assignments viz., study-tour and no further facility for classroom inputs etc., would be provided. Moreover, these additional two opportunities for clearing the written component of the training programme would require such officers to take the appropriate leave from their controlling Ministries/Departments for appearing in the subsequent supplementary exams.

3. All the Ministries/Departments may bring the above stipulations under CSS-CTP to the notice of all the officers of the Central Secretariat Service in their respective Ministries/Departments.
