Subject: Review of items in the Government of India (Allocation of Business) Rules, 1961.
The undersigned is directed to say that the detailed instructions regarding grant of extension/re-employment to Central Government employees beyond the age of superannuation were circulated in this Ministry’s Office Memorandum No. 26012/6/2002-Estt.(A) dated the 9th December, 2002. Accordingly the proposals for grant of extension in service under F.R. 56(d) were to he referred to the Estt. Division of Department of Personnel & Training for consideration and seeking approval of the Competent Authority. Instances have, however come to the notice of the Cabinet Secretariat that other Departments have been circulating notes for the Cabinet regarding extension beyond superannuation, etc. proposing amendments to provisions of F.R. 56. In this context a copy of OM dated 28, January 2011 in annexed.
2. In order to ensure that there is no confusion in this regard, it is once again emphasized that all proposals for grant of extension in service or amendment to provisions in FR 56 shall invariably he referred to the Estt. Division of this Department for taking further necessary action and wherever required the note for Cabinet for amendment to FR 56 will be moved by this Department only.
